Councils are the governing bodies of the wiki. The Council of Administration is the primary council responsible for creating rules, while the Council of the People focuses on hearing what the community wants.

Councils are not to be confused with Committees, which are non-policy bodies assigned tasks by the Council of Administration.

This council comprises of all Bureaucrats, Admins, the Head Mini-Admin, Head Discussion Mod, Head Content Mod, Head Chat Mod, and Head Rollback. The Head Helper also sits as a non-voting member whom can state their opinions.

This council is only required to meet once a month. This meeting can last several days and covers a wide range of topics. Meetings are held on the Staff board. At the end of each meeting, the council will decide on the next meeting's time.

The Head Bureaucrat presides over this council. They are responsible for implementing changes and hosting meetings.

If the Head Bureaucrat is unable to perform their duties within 24 hours, then the Deputy Bureaucrat fills in. If they're also unable, after another 24 hours, it continues to the Head Admin, Deputy Admin, and lastly to the Head Mini-Admin. If the current presider goes inactive during a meeting for 48 hours, the next in line may take over.

When someone fills in for the Head Bureaucrat, they are only tasked with hosting threads and scheduling. The one presiding is also responsible for hosting Global Staff Meetings if the Head Bureaucrat had not started it. They cannot exercise any other duties that the Head Bureaucrat may have.

General Duties

Some of the council's responsibilities include creating new rules, editing rules, and removing rules. This council can also creates new features and change features on the wiki.

Emergency Meetings can be called by the Head Bureaucrat or a majority of council members when something cannot wait until a later meeting.

The Council of Administration can determine a Head of any rank is unable to perform their duties and relieve them of their role. (unless they are the only member of the rank) The Head in question is to refrain from voting; but may still debate. Once relieved, a Head vote will start with an additional rule that the former Head cannot be re-elected.

During Phase 2, a voting member can propose a change to the wiki's design. The Council of the People is also able to propose a design change to the Council of Administration. For the Council of the People's, the Head Bureaucrat will start it as the first vote in Phase 2.

The council can censure a former Intern as a punishment for non-rule breaking issues (such as being deemed unfit). The council can also vote to uncensure a former Intern.

The Council of Administration can create and abolish committees, and pick the Senior Chairman. They can also fire both the Senior Chairman and the Junior Chairman.

The Head Helper can request any Phase 2 proposal, unless otherwise stated they can't. In order for this request to go to vote, a member of the council must agree to start it.

Phase 3 proposals are required to be voted on during the next meeting if at-least 3 members (including non-voting) agree to it, or if the Head Bureaucrat agrees to bring it to vote.

Phases

The Council of Administration splits it's meetings into 4 phases.

  • Phase 1: Presider Votes
    • The one presiding starts votes.
      • These votes can be created by the Head Bureaucrat, the COTP, Phase 3, Built-in votes, or Bureaucratic Orders.
  • Phase 2: Member Votes
    • Dedicated to COA members starting specific votes.
      • Votes allowed; Design changes, demotions, Head removals, Intern censures, Intern uncensures, Council suspensions.
        • Committee related; Committee disbandment, Hiring Senior Chairman, Senior/Junior Chairman firing, Committee overrides, Committee internal position removal/rename, Subcommittee removal/rename.
      • Head Bureaucrat only; Returning to Phase 1
      • Head Helper CAN'T request; Council suspensions, Design changes
  • Phase 3: Discussion
    • Dedicated to members discussing future votes for Phase 1.
  • Phase 4: Scheduling
    • Scheduling the next meeting.

Voting

The Head Bureaucrat cannot propose more than 5 proposals per a meeting. Note; this does not include any votes passed on by the Council of the People or from Phase 3 discussions. Additional proposals may be allowed if a majority council members give an agree.

The Head Bureaucrat holds the power of active change during a vote. When exercised, this allows them to change the content of the current vote. However, motions can overrule the Head Bureaucrat.

A vote is required a minimum of 24 hours. A new vote can be started, without waiting the minimum time, once a majority has been attained.

When a required revote is done; passing keeps the original vote, failing removes the vote, and ties are carried out under normal rules. If the vote instead dies, then a new revote will be scheduled with the previous's time.

A member may issue a retroactive vote in the following events; so long as it doesn't change the outcome, is given before Phase 3, and it's one of the following cases;

  • The member didn't vote.
  • The member voted neutral.
  • They are switching from the minority opinion to the majority.

Members can opt to vote for a proposal by replying to their message wall invite. The presider will state the vote of these members.

At any point of Phase 2, a vote can be called to return to Phase 1 for additional votes. The amount of votes allowed are to be supplied in the vote to return. The call must be supported by a majority of attending council members.

If no votes are started within 1 day of Phase 2 starting or the end of the previous vote, then Phase 2 can end and Phase 3 begins.

Unless otherwise stated, the council member starting a vote is considered in support of any vote they start.

The Head Bureaucrat can a issue total of 3 Bureaucratic Orders, which are minor policy changes, without consulting the Council of Administration. However, during the next council meeting, these changes are voted on first. "Minor Change" is defined as anything that doesn't effect;

  • Council functionality
  • Rules
  • Changing staff requirements when both councils are functioning
  • Creating staff positions and ranks

The Head Bureaucrat may retract a Bureaucratic Order and remove all effects it had, the council will not vote if it is retracted. A retracted order still counts as one of the 3 they are permitted a month.

If the Head Bureaucrat issues a policy hold, the proposal the hold relates to shall be exempt from counting towards their 5 proposals. If more than 1 policy hold is issued, only the 1st is exempt.

Motions

During a vote; any member (unless specified) may call for a motion. The Head Helper is allowed to vote in any tie for a motion.

  • Motion to progress: Progresses a meeting.
  • Motion to hold policy: Issues a policy hold.
  • Motion to amend: Forces an amendment to the current proposal.
  • Motion for feedback: Sends the current vote to the COTP for feedback.
  • Motion to subpoena: Issues a subpoena.
  • Motion to split: Splits the current proposal into multiple.
  • Motion to revote: Requires a revote to be had in the future.

After 48 hours with no majority on a proposal, or a majority has been attained for 12 hours on a proposal and the council isn't progressing; any voting member may call for a motion to progress passed the current vote.

After 24 hours, a motion to split may be called. If passed, the proposal will be split into multiple proposals and ends each according to votes cast during the motion.

A motion to revote may be proposed with a date and if passed, will require a revote to be held over the current vote.

The Head Bureaucrat may place any policy which does not prevent the councils from meeting on hold, but the councils must vote on the matter within a week or the order will expire.

The council can vote on a motion for feedback which sends the current proposal to the Council of the People for their feedback.

The Head Bureaucrat, or a majority of the council via a motion, can subpoena any staff member to appear at a meeting.

Ties

If a vote results in a tie (via a neutral/absent/present or an even number of members), the vote goes to the Council of the People to be voted on as a required vote.

If the Council of the People passes it, it goes back to the Council of Administration for another vote with a bonus support from the Council of the People collectively.

If the vote ties with the Council of the People's vote, the Council of the People's vote is disregarded.

The Head Helper may vote to break ties for Additional Proposals, Returning to Phase 1, and Motions, as such votes are only related to current meetings and do not effect policy.

This council is made up of all Helpers and the Intern. In the event of a tie, the Intern is permitted to vote.

The Head Helper presides over this council and is responsible for hosting threads, informing members of the next meeting, sending rules that passed to the Head Bureaucrat, and notifying an Admin+ to promote and demote Interns.

General Duties

This council's main responsibility is proposing rules. Rules proposed are voted on by each member.

These proposals go directly to the to the Head Bureaucrat to be voted on by the Council of Administration. This council also has open threads where the community can give feedback for the next meeting to decide on a rule proposal.

Additionally, the council picks the Intern each month.

Meetings

The council is required to meet on the 1st, 8th, and last week of each month.

Failure of the Head Helper to perform duties within 24 results in the Deputy Helper hosting the meeting. If the Deputy Helper isn't available after 24 hours, then it goes to the Head Bureaucrat, Deputy Bureaucrat, and lastly the Head Admin. The Head Helper can also request to be filled in if they are aware of an inability to host a meeting in advance. If the current presider goes inactive during a meeting for 48 hours, the next in line may take over.

When someone fills in for the Head Helper, they are only tasked with hosting threads and scheduling. They cannot exercise any other duties that the Head Helper may have.

Members are required to attend meetings. Missing and/or not voting in 3 meetings (not counting Community Feedback Meetings) in a row, without notice, will start a vote on the Council of Administration over demotion during it's next meeting. If notice is given, missing 6 meetings will trigger a vote.

Community Feedback

The meeting on the 1st is the Community Feedback Meeting. This meeting is intended to get community feedback on what the council should be discussing. The meeting lasts only for a week and takes place on Discussions. If the Community Feedback meeting goes dead for 48 hours, then the Head Helper can end it early.

During this meeting, some proposals may become 'Insisted' proposals, meaning they must go to vote. Insisted votes may be canceled after 24 hours. Insisted votes may be postponed to the next Voting and Proposals Meeting if it is within 72 hours of the Intern Vote Meeting.

  • A COTP member (excluding the Intern) proposed it.
  • A COTP member (excluding the Intern) endorsed the proposal.
  • It was submitted by a committee.
  • The Intern may propose or endorse 1 thing.

The Head Helper is required to mention the DoNotIntern list.

Voting and Proposals

The 8th's meeting is only between members, and the meeting takes place on DPLforums. The Head Helper proposes and the members vote.

They are required to pick Junior Chairman for committees during this meeting, and can also fire Junior Chairmen. They can also propose a candidate for Senior Chairman to the Council of Administration.

The Council of Administration can send a proposal to the Council of the People for feedback. This is done within Phase 1. If Phase 1 has already been completed, then it goes to the next Voting and Proposals Meeting. If the council is in Phase 1 and it's within 3 days of the Intern meeting, this will be delayed until the next meeting.

The council can propose any, unless otherwise stated, of the Council of Administration's Phase 2 proposals during it's Phase 2. If passed, these proposals are required to be voted on by the Council of Administration in it's following meeting.

The Intern can request any Phase 2 proposal, unless otherwise stated they can't. In order for this request to go to vote, a member of the council must agree to start it.

The council can vote against a Bureaucratic Order if the Council of Administration has ended it's monthly meeting or passed Phase 2. However, this vote is purely symbolic.

The Head Helper cannot propose more than 5 proposals per a meeting. Additional proposals may be requested.

The Head Helper may request returning to Phase 1 if it is more than 5 days away from the Intern Meeting.

This meeting is broken into 2 phases.

  • Phase 1: Presider Votes
    • The one presiding starts votes.
      • These votes can be created by the Head Helper, insisted votes, COA tie breaks, or COA feedback.
  • Phase 2: Member Votes
    • Proposals to the COA for; Design changes, demotions, Head removals, Intern censures, Intern uncensures.
      • Committee related; Committee disbandment, Hiring Senior Chairman, Senior Chairman firing, Committee overrides, Committee internal position removal/rename, Subcommittee removal/rename.
      • NOT allowed; Helper demotions, Council suspensions
      • Head Helper only; Returning to Phase 1
    • Others; Hiring Junior Chairmen, Firing Junior Chairman, Intern role color, Bureaucratic Order rebuff, demotions, request to affiliate
    • Intern CAN'T request; Currently, there are no restrictions.

Intern Vote

The last week of the month's meeting is only used to pick the next month's Intern, the meeting takes place on DPLforums.

Voting

Each member of the council casts a vote, in the event of a tie the Intern breaks it.

The council via a motion, can subpoena any staff member to appear at a meeting. However, a subpoena issued by the Council of the People is non-binding.

Ties

If a vote results in a tie (via a neutral/absent/present or an even number of members), the Intern can break the tie after the vote's minimum time.

If the council has only 2 Helpers and 1 is unable to participate, they may state they wish to be marked as absent for all further votes. When this happens, the Intern may vote without any delay. The member to go absent may rejoin at any point.

If the Intern casts a vote when there's no tie, and a tie later occurs, the vote they gave will become counted.

Suspension

Whenever a council is suspended and unsuspended, it is numbered a new council.

Council of Administration

In the event a 2/3 majority of the Council of Administration agree upon a suspension, the council is suspended. During this period, the Head Bureaucrat is given expanded duties.

At anytime, any council member can call for the Council of Administration to be unsuspended. Upon a new member joining the council, a vote is automatically called. In order to remain suspended, a 2/3 majority must vote to keep it suspended.

If a vote is called to end suspension, with a main reason being recent changes by the Head Bureaucrat, all changes are put on hold until after the vote. If the council remains suspended, the changes will go into effect.

In the event of no members, besides the Head Bureaucrat, remain on the council, it is automatically suspended. It will be re-established upon a new member joining.

Council of the People isn't suspended:
The Head Bureaucrat can;

  • Alter and add rules.
  • Implement new policies and features.
  • Add or change 5 rules/policies per-a-month.

The Head Bureaucrat cannot;

  • Change their abilities and restrictions.

Each month the Head Bureaucrat must explain all changes from the previous month during Global Staff Meetings.

While the Council of Administration suspended, the Council of the People will propose it's passing votes to the Head Bureaucrat to implement. If a proposal is not approved, the Council of the People can override the Head Bureaucrat's veto with a 2/3 vote.

The Head Bureaucrat may appoint someone as Senior Chairman to a committee and the Council of the People will vote to approve them or not.

Council of the People is suspended:
The Head Bureaucrat can;

  • Make 10 changes per-a-month.

Any changes to the Head Bureaucrats abilities and restrictions must be put to full staff vote. The Head Bureaucrat is required to do monthly staff wanted threads.

The Head Bureaucrat may appoint someone as Senior Chairman to a committee, appointment will not need any approval.

No other staff remain:
The Head Bureaucrat can;

  • Make 20 changes per-a-month.

Any changes to the Head Bureaucrats abilities and restrictions must be put to public vote. The Head Bureaucrat is required to do monthly staff wanted threads.

Council of the People

The Council of the People is automatically suspended if the Helper rank drops below 2 members. The Council of Administration may also vote to suspend the Council of the People by a 2/3 majority and must revote every 3 months.

While the Council of the People is suspended, the Head Helper may break any ties within the Council of Administration.

If the Council of the People has ended a suspension without an Intern, the Head Bureaucrat may appoint any uncensured former Intern as 'Intern Pro tempore' until the Council of the People can pick a new Intern.

Other

Status Quo Policy

Any policies that were enforced but never written down before the councils were founded and not addressed either during or after formation shall remain status quo and act as official policies.

All status quos are to be documented on Councils/StatusQuos. It should be noted that not all status quos are known, and should be added upon them being found.

After full documentation, the status quo will eventually be discussed by the Council of Administration, however more urgent matters may supersede them. The process can be sped up by the Council of the People voting on the issue and sending it to the Council of Administration.
