-Bureaucratic Order 16

This order contains various tweaks to committees.

Replaced Investigation category with Special, described as a committee with a very specific task.
Renamed Documenting category to Documentation.
Added Guidelines category, a committee with a focus on creating guidelines.
Events Committee gained the Guidelines category ontop of it's existing Engagement category due to Roleplay guidelines.
Changed the line "non-council and non-policy bodies" to "non-governing bodies".
COA can override guidelines now.
Junior Chairmen can start votes to overturn guidelines.

Also, I propose changing this:
The specifics of reports are determined by the Council of Administration when a committee is formed.

To this:
The required content of a report is decided on by the Council of Administration.
