-Rules: No Drama Update

To start off this month; let's improve the no drama rule.

  • No excessive drama or fighting.
    • Discussion that has degraded into unproductive arguments will be stopped and actions may be taken by staff.

Much clearer what this rule is actually for.

Just going to say this even though I've never really brought it to light before, but on other platforms I usually see, like, rules that are more like "no drama" instead of "no excessive drama" and deem that conversations must be conducted civilly. Why is this? I do agree with the "Discussion that has degraded into unproductive arguments will be stopped and actions may be taken by staff", so fundamentally this is a support. The "excessive" is already in place with the current rule. The point of saying it to basically say "staff aren't ban happy and won't use this rule to squash any hate they get."

I'm aware of that, but I've always thought that drama by itself is extremely annoying (not controversy; controversy can be discussed civilly) and there's not really a set standard for whether it's excessive or not

There's not a set standard for a lot of our rules. Many of them are written to be somewhat open to interpretation so staff aren't held back by "well, the rule doesn't x so i'm technically not breaking it!"

Also; "degraded into unproductive arguments" is meant to define what is covered by the rule.

I know. I'm not meaning to say that the set standard should be something like "when you say more than 3 words that have a connotation of drama you will be banned from the wiki for a week because that is excessive drama". What I mean by there's no standard is that I feel like excessive drama by itself doesn't really exist. Drama by itself is often very excessive and unneeded entirely.

I'm also aware of that, and I do know I probably feel like I'm being nit-picky. Again, I didn't want to just say nothing. I support the specification.

-New Minecraft Server

Have the wiki adopt and control this Minecraft server: yanwiki.my.pebble.host

Features this server has and why it's so much better than the free Aternos server:

  • 24/7 uptime (it does restart daily at 12am PST to keep it running smoothly, but that's all)
  • No lag in all my testing.
  • Starts in less than 2 minutes; Aternos was 5+ minutes.
  • The Aternos world was ported.
  • A 2nd survival world was made.
  • An "anarchy" world was made.
    • Chat rules still apply; but griefing is allowed.
  • Roleplay world with a Yandere Sim map.
  • Creative world.
  • Purgatory world (it's a jail; but might be fun for non-jailed users too)
  • Lobby world to select which world to go to.
  • Skyblock, AcidIsland, CaveBlock, OneBlock, and SkyGrid worlds.
  • The ability to join the server from different Minecraft servers (1.9+).
  • Custom music.
  • Cool custom tablist.

A notable change is you're not able to join this server without syncing first. Since the server is on all the time, it's best to prevent people who haven't synced from joining. On the Aternos server, they could join but they couldn't do anything to the environment. Which is fine; except it opens up a lot of security issues if there's no staff member online. When trying to join without syncing, the server will simply give you a code and tell you how to sync and to ask help on the mc_help channel. This also helps prevent any sort of bot attacks and stuff. Staff will also no-longer be exempt from needing verification, as the bug that had us do this doesn't exist anymore.

The Head Bureaucrat will keep the ability to update the server and plugin and make changes to settings for performance.

PebbleHost does have subuser's. So if any staff want to make an account there, I'll add them as subusers. Subusers will be configured in a why that reflects the Aternos settings.

While I am paying for it, it can be viewed that I'm donating 3 dollars a month to the wiki. Given that low amount, there should be no worry that the wiki is in-debt to me and it puts no strain on me.

I won't make any sort of changes to the server without the council or a power delegated to me by the councils.

The server should eventually transition to donation from users. And since it's extremely unlikely I'll lose my post anytime soon, there should be plenty of time. If, however, a donation system isn't in place I'll work with my successor to give them the server or make the server's files public.

Lastly; the council could always vote to stop running the server. So there's that.

If this passes, the Aternos server would still be owned by the wiki but won't be used anymore. The new server will drop in it's place and the same bot can even be used.

-COTP: Insisted Votes Update

Insisted votes aren't well defined and there's an odd thing about the Head Helper being able to "postpone" them without saying what this means. Is it just to the next meeting or is it whenever the Head Helper says? This proposal should fix all that.

Insisted votes should work like required votes but may be called dead after 24 hours. If it's within 72 hours of the Intern Meeting; any remaining insisted votes may be sent to the next VPM.

Current policy:
These votes may be canceled and/or postponed if it is within 5 days of the Intern Meeting.

Proposal:
Insisted votes may be canceled after 24 hours. Insisted votes may be postponed to the next Voting and Proposals Meeting if it is within 72 hours of the Intern Vote Meeting.

-COTP: Phase Restructuring

This proposal is to restructure the COTP's phases to be closer to the COA's

Merge Phases 1 and 2:
Phases 1 and 2 for the COTP are a split version of the COA's phase 1. This was done in an attempt to simplify things, but I believe it actually just gets in the way. Merging them means the COTP votes on required votes, Head Helper proposals, and insisted votes in the same phase.

Parity and Rename Phase 3:
Renaming it is just changing it from 3 to 2; since 1 and 2 were merged.

What I mean by "parity" is to match it to the COA's phase 2 by moving Junior Chairman votes to it. They have been in Phase 1 due to them being required votes, but it results in the Head Helper allocating time in Phase 1 for other members to propose firing Junior's. With the COA firing and hiring Seniors is just a part of Phase 2 with the hiring part being required.

This allocating time in Phase 1 to allow firing is odd and slows down the meeting.

-COA: Head Helper Tie Breaking if No COTP

While the Council of the People is suspended, the Head Helper may break any ties within the Council of Administration.

This proposal allows the Head Helper to issue a tie breaking vote on the COA if the COTP is suspended. Currently, if the COTP is suspended and the COA ties it gets sent to the COTP still...and won't be voted on until they return to working.

I don't see much issue allowing the Head Helper to vote in a tie only when the COTP is suspended. After all, if the COTP is suspended we have bigger issues and we may even be voting on a solution to those issues.

-Intern Template

This template just houses the name of the current Intern. It can be used to auto-update several areas where the Interns name is needed. Mostly just special case pages couldn't be updated (like Javascript stuff). If adopted, I'd only need to update 2 or 3 pages a month instead of a big list of pages.

-DPLforums: TOC Update

It's been awhile since I proposed any DPLforums updates; which I guess means we've worked out most of it's kinks enough to make it viable. That, or, there's very little we're able to add at this point. Either way, here's a small update.

  • Disable Table of Contents.
  • Add a toc value that if set to true turns on the table of contents for a thread.

-Demotion Reforms

Demotion has long been a topic of "Let's push that off for later.", "How about just Helper demotion for now?", and "Let's have the COA also demote Rollbacks and Chat Mods, but not their heads."

Let's finally address it as a whole. Here's a simple plan:
A vote to demote any Rollback/Chat Mod+ can be started on either council and progresses to the next. Votes to demote Helpers can only be held on the COA and do not progress to the COTP, the Helper is simply fired if passed. If a vote for an Admin+ passes both councils, it is then put to a public vote.

Actual policy to appear on the Staff page:
Votes to demote a staff member can be held by the Council of Administration or the Council of the People and if passed will progress to the other council. The Council of the People cannot vote to demote a Helper, only the Council of Administration can. If a vote to demote a Helper passes, they are demoted. If a vote passes both councils to demote staff above Helper, they are demoted. If both councils pass a vote to demote an Admin+, a public vote is held with the same rules as elections.

-Discord: Minor Changes Aug 2020
Mini-Admin Insights:

  • Give Mini-Admins the right to view server insights (some statistics). Admins and Bureaucrats

naturally got this right when it was added. Since Bureaucrats have every permission and Admins have all but the Administrator permission.


Misc Commands:

  • !staff-commands
    • A command that lists all Custom Commands that only staff can use. Such as !pend, !smute, etc.
  • !lifeline
    • This command just gives the link to suicidepreventionlifeline.org and can be used by anyone.
  • !bot-quote
    • Dyno recently added a 2000 character limit to commands. So I had to boot all the Bot quotes from the staff-quote command.

-Staff: Accounting for No Head Bureaucrat

If I'm ever demoted, quit, or die before we got another Bureaucrat we should have a backup plan in place.

Current policy would transfer the position of Head Bureaucrat to another Bureaucrat and that's the end of it. The COA itself has policies in place to transition presiding duties beyond that. But presiding is only 1 of the Head Bureaucrats jobs, so problems would pop up if there was no Head Bureaucrat even if the COA continued to function.

Proposal:
If the position of Head Bureaucrat becomes vacant without any other Bureaucrats, the next highest ranked staff member is promoted to Bureaucrat. If the next highest staff member is a tie between 2 ranks, the member to hold their current position longest becomes a Bureaucrat.

This is simple enough and solves the issue of "what do we do about the fact some ranks are equal?".

Fun fact: If passed, Mitsuki would take over if I left right now. While she's tied with Tsu, she's been in her position longer.
